The Complete Guide to Digital Waste Tracking for Skip Hire Operators

Phase 1 Digital Waste Tracking launched on 1 October 2026 and is now mandatory for permitted and licensed receiving sites in England and Wales. Skip hire businesses need to distinguish a receiving-site obligation from their later planned collector reporting phase.
If you operate a permitted transfer station as well as collecting skips, both roles matter. If you only collect and tip at third-party facilities, you still need to supply accurate waste information and complete existing transfer documentation.
Which Date Applies to Your Business?
- 1 October 2026 — live: Permitted and licensed receiving sites in England and Wales must report in-scope waste receipts.
- 1 January 2027: The receiving-site requirement follows in Scotland and Northern Ireland.
- Spring 2027 — planned: Public beta for waste collectors, including carriers, brokers and dealers.
- October 2027 — planned: Mandatory use for those collectors.

What Has Changed Since the Launch?
Receiving sites must submit in-scope receipts within two working days, starting on the day after receipt. Check the receiving-site guidance for the activities, waste types and exceptions that apply to your operation. Waste exemption holders are outside Phase 1, and household waste recycling centres have specific rules.

Continue waste transfer notes, hazardous waste consignment notes, Annex VII forms and permit returns where required. Phase 1 reporting runs alongside that documentation. Paper WTNs have not been banned by the launch; electronic WTNs are an operational choice subject to the same duty-of-care requirements.
The receiving site reports the waste it receives. The launch does not require every skip collection to be submitted as a collector report, and it does not replace tip tickets or job records with a single universal government document.
Information at the Tip
Agree with your regular receiving sites how you will supply the information they need. Check waste descriptions and EWC codes, carrier and origin details, quantities and supporting documentation before a driver arrives.
Keep the weighbridge ticket and job information accessible to your office. Direct weighbridge integration can reduce re-keying where available, but it is not itself a universal legal requirement for Phase 1 reporting.
Choosing a Reporting Method
A receiving site can use the government spreadsheet or compatible API software. Choose a method your staff can operate reliably for your volumes and waste types.
Ask software providers which phase their product supports, whether it has passed production approval, whether any scenario exemptions apply and how it handles rejected submissions. Test the configured site workflow rather than treating a product screenshot as evidence of live reporting.

Reviewing Your Operation After Launch
For a receiving site already in scope, check that staff record all applicable receipts, submit within the reporting window and review the service responses. Keep a process for correcting missing or inaccurate information and for covering staff absence.
For collectors using third-party sites, confirm those facilities' information requirements and improve your own records. Train drivers and office staff so waste details, tip tickets and WTNs stay linked to the correct job.
If you also operate receiving sites in Scotland or Northern Ireland, prepare for 1 January 2027. Follow government updates on the later collector beta and mandatory phase rather than assuming the same rules apply everywhere now.
Common Questions
Do I still need waste transfer notes?
Yes. Phase 1 receipt reporting runs alongside WTNs and other applicable documents. WTNs may be paper or electronic, provided they meet the existing requirements. Keep non-hazardous WTNs for at least two years.
Does completing a job submit a receipt to DEFRA?
Not on its own. An eligible receiving-site connection must be configured, the receipt must contain the required information, and staff must check the reporting response. Collector reporting remains a later phase.
What should we do if reporting is interrupted?
Keep accurate source records, identify which reports remain outstanding and follow the government's service guidance and your regulator's advice. Ask your provider how retries and pending records are shown to staff. Do not assume a local record has reached the government service.
