17 months until carrier compliance

Digital Waste Transfer Notes Compliance Checklist

A month-by-month guide to prepare your skip hire business for Defra's phased digital waste tracking rollout. Receiving sites start from October 2026, then carriers, brokers and dealers from October 2027.

What is changing?

Paper waste transfer notes are being replaced

The UK government, through Defra (Department for Environment, Food & Rural Affairs), is introducing the Digital Waste Tracking Service. Permitted waste receiving sites start from October 2026, then carriers, brokers and dealers from October 2027.

Paper-based waste transfer notes will no longer be accepted. Operators who fail to comply risk fines, enforcement action, and potential suspension of their waste carrier licence.

This checklist gives you a clear, step-by-step timeline to transition from paper to digital waste transfer notes, so you're ready well before the deadline.
